The central city of Hue signed a landmark joint action plan with the Ministry of Culture, Sports and Tourism on October 14, targeting heritage preservation, cultural industry advancement, and tourism and sports expansion through 2030.

The agreement establishes Hue as the first locality in Vietnam to sign such a comprehensive action plan with the ministry. The partnership centers on piloting a signature cultural heritage urban model, developing cultural industries, elevating tourism product quality, and leveraging Hue’s unique competitive advantages.

The joint plan establishes a formal coordination mechanism between both parties to capitalize on Hue’s established strengths as a heritage city, a festival city, and a distinctive cultural center of Vietnam.

The collaboration focuses on four core pillars: piloting a signature heritage urban model, advancing cultural industries and international integration, developing tourism and services, and expanding sports activities.

In heritage preservation, both sides will research heritage urban models to propose refined mechanisms and policies for conserving and promoting historical values. The plan includes quantifying the total economic value of the Complex of Hue Monuments to provide a scientific foundation for prioritizing tasks and mobilizing development resources.

Regarding cultural industries, the two parties will formulate a project to develop Hue’s cultural industries through 2030, with a vision to 2045. The initiative prioritizes six sectors: cultural tourism, performing arts, creative design, digital cultural products, handicrafts, and broadcasting, publishing, and advertising.

The plan also aims to elevate the artistic quality and expand international cooperation for the Hue Festival, assist local artisans and enterprises in product development and branding, protect intellectual property, and expand market access.

Hue will also finalize its application to join the UNESCO Creative Cities Network in gastronomy, targeted for submission in 2027. Concurrently, the city will implement the “Hue - City of Vietnamese Photography” project and build the “Hue - Film Destination” brand, alongside establishing a shared database on local culture, heritage, and tourism.

In tourism, the partnership will develop high-quality product chains and strengthen regional connectivity through the Central Heritage Trail, the Ho Chi Minh Trail tourism route, and tourism links across the Hai Van Pass and Bach Ma National Park connecting  Hue and Da Nang.

The city focuses on diversifying products that integrate heritage, culture, ecology, coastal resort experiences, gastronomy, community tourism, and wellness services. Both sides will also evaluate potential and compile documentation to seek national recognition for the Lang Co - Canh Duong Tourism Area, while accelerating multi-language promotion and digital platform applications.

Speaking at the signing ceremony, Mr. Trinh Manh Linh, Permanent Deputy Secretary of the Hue City Party Committee, emphasized the imperative of transforming heritage into a strategic asset for cultural economic development. Hue remains prepared to pioneer pilot models to support the ministry in implementing key Politburo resolutions.

To ensure execution, tasks will feature defined responsibilities, lead agencies, timelines, resource allocations, and tangible deliverables, accompanied by regular monitoring and progress evaluations.

According to the Hue City People’s Committee, the city welcomed an estimated 6.4 million visitors during the first nine months of 2026, marking a 29 percent year-on-year increase. Tourism revenue reached approximately VND15.4 trillion ($616 million) in the period, up 60 percent compared to the same period last year.

In sports, the plan focuses on supporting Hue to host national and international tournaments aligned with its natural terrain, river systems, and heritage spaces, while integrating sports tourism with sightseeing and resorts.
