The Ministry of Construction has submitted to the Government a list of enterprises deemed qualified to participate in development of social housing projects, in line with the Government’s recent directive to accelerate social housing construction.

The shortlist features leading developers including Vingroup, Sun Group, Viglacera Corporation JSC, Housing and Urban Development Corporation (HUD), Hanoi Construction Corporation (HANCORP), the 319 Corporation under the Ministry of National Defence, Nam Long Investment JSC, Vinaconex Corporation JSC, Thanh An Corporation, Truong Son Construction Corporation, Kinh Bac Urban Development Corporation (KBC), Urban Infrastructure Development Investment Corporation (UDIC), Duc Manh Construction Trading Ltd.Co., TasecoLand Company, Cat Tuong JSC, Thu Do Investment and Trade JSC, and Construction Corporation No. 1 (CCI).

To be qualified, enterprises must demonstrate strong financial capacity and proven experience in developing large-scale projects, including social housing, worker housing, urban areas, and commercial housing. They are also required to maintain professional management structures and robust quality control systems in line with construction and housing laws.

In addition, developers must be capable of delivering an integrated value chain—from planning, design, and construction to operation and management—ensuring housing projects meet quality standards while remaining reasonably priced.
