MoF proposes agencies and units using public assets pay 2% of revenue

Some agencies found to violate regulations on using public property for leasing.

The Ministry of Finance (MoF) has proposed that agencies and units using public assets for business, leasing, or joint ventures must contribute 2 per cent of their revenue to the State budget.

This is part of regulations in a draft decree amending and supplementing certain articles in Decree No. 151 from the government in 2017 on public asset management and use.

MoF said some State agencies were recently found to have violated regulations on using State and public property for leasing, causing waste of the State budget.

The draft is open for public comment before being submitted to the government for consideration.

MoF said the draft provides an important legal basis for the management and use of public assets. However, through reviewing provisions described in the decree and comments and proposals from some ministries, agencies, and localities, implementation has raised certain problems requiring amendments and supplements.
