The Government has issued Resolution No. 306/NQ-CP on adjusting the National Master Plan for the period 2021-2030, with a vision to 2050, with a core focus on a new growth model in line with advantages of each economic region.

The resolution aims to achieve the target for Vietnam to become a developing country with modern industry and an upper-middle income by 2030,  set by the 13th National Congress of the Communist Party of Vietnam in 2021.

Under the resolution, the annual average GDP growth rate will reach over 8.0%  for the 2021-2030 period, with the rate from 10% or higher set for the 2026-2030 period. By 2030,  GDP per capita at current prices is projected to be around $8,500. 

The plan emphasizes leveraging the advantages of each socio-economic region; focusing on developing the two northern and southern dynamic regions, linked with two growth poles (Hanoi and Ho Chi Minh City), the North-South economic corridor, the Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor, and the Moc Bai - Ho Chi Minh City - Bien Hoa - Vung Tau economic corridor. These will feature synchronized, modern infrastructure, high growth rates, and significant contributions to the country's overall development.

Strong development of digital infrastructure and data infrastructure will form a foundation for national digital transformation, developing a digital government, digital economy, and digital society; with digital economy's share reaching about 30% of the GDP.

One of the key tasks during the planning period is to fundamentally establish the national infrastructure framework, focusing on transport infrastructure, urban infrastructure, rural infrastructure, energy infrastructure, digital infrastructure, cultural and social infrastructure, irrigation infrastructure, environmental protection, disaster prevention, and adaptation to climate change.

Concurrently, the plan aims to develop important national dynamic regions and growth poles to form national development locomotives. It will select certain localities, urban areas, and regions with special advantages to build economic and financial centers, and special administrative-economic units with breakthrough, superior, and internationally competitive institutions, mechanisms, and specific policies.

The plan will also form and develop economic corridors along the North-South axis, East-West economic corridors, and coastal economic belts; effectively connecting seaports, airports, international border gates, major trade hubs, urban areas, economic centers, and growth poles; and efficiently linking with regional and global economic corridors.

Finally, it will develop industrial-urban-service belts in dynamic regions and large urban areas; promote and enhance the effectiveness of regional linkages, and efficiently exploit new development spaces created after the mergers of local administrative units.
