The Ministry of Construction (MoC) is striving to finalize the selection of consultants to prepare the feasibility study report for the North–South high-speed railway project in the fourth quarter of 2026, establishing the foundation to target breaking ground in December 2027.
According to a report from the Ministry of Construction, the North–South high-speed railway project spans a total length of 1,541 km, connecting Hanoi to Ho Chi Minh City across 15 provinces and centrally run cities. The preliminary total investment is estimated at roughly VND1.7 quadrillion (approximately $65.3 billion), with implementation slated for 2025 to 2035.
The project investor is currently proceeding with the selection of consultant contractors to prepare the feasibility study report. On August 21, 2026, the investor issued request dossiers to one foreign consultant consortium and five domestic consulting entities.
By September 25, 2026, the foreign consultant consortium had submitted its proposal. The investor is carrying out procedural steps in accordance with regulations and has reported the progress to the MoC.
Based on actual progress, the MoC reported to the Prime Minister that consultant selection could not be finalized in Q3/2026. Consequently, the ministry is targeting the fourth quarter of 2026 to complete the selection of consulting contractors for the feasibility study.
For the North–South high-speed railway, the MoC aims to push forward to begin construction in December 2027.
Under the approved schedule, the preparation, appraisal, and approval of the feasibility study report, as well as project groundbreaking, will take place between Q4/2026 and Q4/2028. Within this framework, site clearance will be separated into independent component projects approved and invested in by the People’s Committees of the traversed provinces and centrally administered cities, targeting completion in Q4/2028.
