The Government has promulgated Decree No. 118/2025/ND-CP on organization of One-Stop-Shop divisions at ministerial, provincial and communal levels, according to a report from the Government News.
Under the decree, which was dated June 9, 2025, One-Stop-Shop mechanism is designed to reduce the administrative burden, thus saving costs and time for organizations and individuals.
At ministerial level, One-Stop-Shop division shall be a division of the Office of the Ministry or a division of ministerial-level departments/agencies.
In conformity with international treaties, Minister of Foreign Affairs shall decide the organization of One-Stop-Shop division to handle administrative procedures at Vietnam's overseas diplomatic missions.
At provincial level, One-Stop-Shop division shall be a division of the Office of the provincial-level People's Committee.
For centrally-run cities, the municipal People's Committee shall decide to establish a single Public Administration Service Center and its branches.
At communal level, the communal People's Committee shall decide to set up a Public Administration Service Center.
The communal People's Committee shall decide on the arrangement of reception points and return of administrative procedure processing results of the communal-level Public Administration Service Center.
Duties and powers of One-Stop-Shop divisions
One-Stop-Shop divisions shall have to promptly and fully make public all the contents of administrative procedures under their jurisdiction and assist organizations and individuals that need help to access public information.
One-Stop-Shop divisions shall receive and check the validity and completeness of documents and transfer to competent authorities to handle administrative procedures and return administrative procedure handling results to organizations and individuals.
This Decree shall take effect from July 1, 2025.
