Under Decision No. 828, dated May 11, 2026, the Prime Minister has approved a general master plan for the Quang Yen Coastal Economic Zone in northern Quang Ninh province through 2050.

Spanning approximately 13,303 ha, the economic zone will be divided into two main northern and southern sub-regions, according to a news report by the online newspaper of Radio the Voice of Vietnam.

Under the approved plan, the Quang Yen Coastal Economic Zone is envisioned as a multi-sector, modern, green, and smart maritime economic hub.

It is set to serve as a vital center for industry, commerce, services, logistics, and seaports for Quang Ninh, the Northern Coastal region, and the country as a whole. 

The development model for the economic zone will center on industry and seaport services, integrated with a regional transport network that includes the Hai Phong – Ha Long Expressway, riverside roads, the Hai Phong – Ha Long – Mong Cai railway, and an extensive network of seaports and inland waterways.

The master plan identifies three primary functional sub-zones. The sub-zone northwest of the Con Khoai River will focus on high-tech industries, logistics, and eco-urban development. The sub-zone southeast of the Con Khoai River is designated for multi-industry development, smart urban areas, education, and services. Meanwhile, the Phong Coc – Lien Hoa sub-zone will concentrate on seaports, heavy industry, petrochemicals, logistics, and supporting service centers.

The economic zone’s population is projected to reach approximately 90,000 by 2035 and 170,000 by 2050. The plan also prioritizes the development of social housing, educational infrastructure, international hospitals, and centers for logistics, trade, and eco-tourism.

Significant emphasis is placed on environmental protection, the preservation of riverside ecosystems, ensuring national defense and security, and adapting to climate change.
