Quang Ninh province in northern Vietnam is currently studying the development of a high-tech park in the Van Don special economic zone.
During a recent working session with provincial leaders, Mr. Nguyen Phuong Tuan, Deputy Chairman of the National Assembly’s Committee on Science, Technology, and Environment, emphasized that Quang Ninh must take bolder steps. He urged the province to integrate the Quang Ninh High-Tech Park into its overall provincial planning.
Specifically, he recommended that the high-tech park be formally added to the provincial master plan, and that supportive policies be introduced—such as incentives related to land use, taxation, and access to credit for businesses.
Mr. Tuan also stressed the importance of embracing controlled experimentation and risk-taking to drive breakthroughs, while encouraging enterprises to invest in research and development (R&D) rather than relying on imported technologies.
From 2012 to 2024, Quang Ninh allocated over VND2.5 trillion (nearly $95 million) to science and technology, averaging 2.73% of its regular expenditures.
In addition, the province has issued numerous resolutions and action plans, along with mechanisms to promote technology transfer and consistently support businesses in overcoming challenges—demonstrating a strong spirit of partnership in development.
As of September 2025, the locality is home to 33 science and technology enterprises, ranked among the top provinces nationwide in terms of quantity of such enterprises.
