Prime Minister Pham Minh Chinh attended a plenary session of the Vietnam Private Economic Landscape Program 2025 (ViPEL 2025),  held in Hanoi on October 10.

ViPEL, one of four tasks assigned by the Government to the Private Sector Development Research Board (Board IV) in coordination with the Ministry of Finance, aligns with the Politburo’s Resolution 68, which identifies the private sector as a key driver of the national economy.

The event featured sectoral sessions, including the Vietnam Women Entrepreneurs’ Forum, which highlighted women’s contributions to private sector development. Panel discussions examined sector-specific challenges, explored growth opportunities, and proposed cooperation projects under the “Public-Private Nation-Building” framework.

At the plenary session, several initiatives were launched, including the Vietnam Low Altitude Economy Alliance (LAE), the Vietnam Supporting Industries Manufacturers Alliance, and a 2025–2030 program to strengthen localization and supporting industry capacity. A pilot scheme for a public-private nation-building model for 2025–2026 was also signed, along with a plan to honor outstanding entrepreneurs and enterprises.

Addressing the event, PM Chinh called on private enterprises to play a pioneering role in achieving Vietnam’s centennial development goals by aligning corporate strategies with national priorities, embracing innovation and technology, and promoting equality, social progress, and welfare.

He urged the private sector to strengthen internal capabilities and overcome limitations to become a leading force for growth, job creation, productivity, competitiveness, industrialization, and economic restructuring.

The Prime Minister also emphasized the importance of deeper and more effective global integration, encouraging Vietnamese enterprises to compete on equal terms with international peers, move up global value chains, and adopt long-term, ambitious development strategies.
