In the meeting with Sultan of Brunei Darussalam Haji Hassanal Bolkiah, Prime Minister Pham Minh Chinh urged Brunei to facilitate Vietnamese businesses in mutually beneficial sectors, grant more fishing licenses, and support Halal food certification, leveraging Vietnam's rich resources.

His Majesty Sultan Haji Hassanal Bolkiah praised the flourishing relations between the two countries and highlighted potential cooperation areas such as oil and gas, fisheries, tourism, and particularly the Halal food processing joint venture in Vietnam.

Both leaders agreed to effectively implement the Vietnam-Brunei Comprehensive Partnership Action Plan 2023–2027, enhancing exchanges and people-to-people interactions to deepen bilateral ties.

Meanwhile, Prime Minister Pham Minh Chinh and Malaysian Prime Minister Anwar Ibrahim, during their meeting,  commended the efforts of their respective ministries in advancing cooperation, contributing to deepening the Vietnam-Malaysia Comprehensive Strategic Partnership.

Prime Minister Chinh lauded the bilateral economic cooperation, with trade turnover reaching over $12 billion by September 2025, an increase of 12.9 per cent year-on-year.

Prime Minister Ibrahim supported a proposal to soon sign a cooperation document on Halal industry development and affirmed Malaysia's readiness to assist Vietnam in promoting agricultural products in its market.

The two sides agreed to continue implementing the defense cooperation memorandum signed in December 2023, expedite agreements on security, education, aviation, and expand cooperation in digital economy, green economy, science and technology, innovation, smart agriculture, e-government, cybersecurity, and AI human resource training.

Prime Minister Ibrahim agreed to establish a consultation and management mechanism on maritime issues, collaborate with ASEAN countries on maritime cooperation and fisheries, acknowledged Vietnam's efforts in combating illegal, unreported, and unregulated (IUU) fishing, and pledged Malaysia's close cooperation to lift the EU's "yellow card."

In discussions with Timor Leste's Prime Minister Xanana Gusmão, Prime Minister Chinh affirmed Vietnam's readiness to support and share experiences with Timor Leste for effective participation and positive contributions to ASEAN activities.

Both sides noted the positive development of Vietnam-Timor Leste relations, especially in economic-trade, agriculture, telecommunications, and education. The leaders agreed to enhance high-level exchanges, effectively implement signed agreements, and expand cooperation in potential areas such as green economy, digital economy, clean energy, innovation, and AI.
