In the current development of the country, Quang Ninh plays a particularly vital role. Therefore, the establishment of Quang Ninh City is not merely a change in name or organizational model; more importantly, it is intended to create a qualitative shift.
General Secretary and President To Lam delivered these remarks at the ceremony to announce the National Assembly’s Resolution on the establishment of Quang Ninh City, held in northern Quang Ninh Province on August 28.
“Governance must be more modern. The economy must be greener. Infrastructure must be more synchronous. Culture must be more honored. The lives of the people must be better,” the top leader said.
The vision is to build Quang Ninh into a modern, green, and smart city with a distinct identity; a dynamic growth pole of the North; a hub for the maritime economy, tourism, services, and high-tech industries; and an area of peace, stability, cooperation, and integration, the leader said.
The General Secretary and President requested that Quang Ninh accelerate its transition from a "brown" to a "green" economy, restructuring the coal industry toward modernity, safety, resource efficiency, and environmental friendliness.
The city needs to develop processing, manufacturing, high-tech industries, clean energy, logistics, and high-value-added services. It must promote the digital economy, data economy, artificial intelligence, and innovation, while forming a startup ecosystem to attract talent and strategic investors.
The sea must become a strategic development space, focusing on seaports, shipping, logistics, island tourism, high-tech aquaculture, and new maritime economic sectors.
The border economy should develop in a civilized, modern, and efficient manner—expanding regional linkages and cross-border cooperation while actively participating more deeply in regional and global value chains.
Mr. Lam noted that Quang Ninh must not trade off its heritage, environment, or quality of life for short-term growth.
Urban development must occur without losing identity; space should be expanded without fragmenting communities; and investment should be attracted without leaving the people out of the development process. Heritage conservation must be linked to people's livelihoods, and tourism development must be professional, civilized, and responsible.
The cultural industry, creative economy, and heritage economy must become new growth drivers. The city needs to pay even more attention to mountainous, border, and island areas, as well as ethnic minority regions; narrowing the gap in income and access to public services; and caring for those with meritorious service, the vulnerable, and manual workers.
The General Secretary and President noted that every master plan, major project, and construction work must account for national defense requirements. The city must proactively prevent both traditional and non-traditional security risks; ensure border security, maritime security, energy security, cyber security, economic security, and social order; and avoid being caught off guard in any situation.
The city needs to build a border of peace, friendship, stability, cooperation, and development; expand relations with international partners and localities; and connect markets, technology, knowledge, and human resources.
The National Assembly’s Resolution on the establishment of Quang Ninh City will take effect on September 1, 2026.
