The second consultation session on maritime issues between Vietnam and Russia was held in Moscow, Russia, on May 22, under the co-chair of Vietnamese Deputy Prime Minister and Minister of National Defense, General Phan Van Giang; and Aide to the President, Chairman of the Russia Federal Maritime Council, Mr. Nikolai Platonovich Patrushev.

General Phan Van Giang was quoted by Vietnam’s Government News as reiterating that Vietnam highly values Russia's status as a major maritime power, while emphasizing that Vietnam's Ministry of National Defense wishes to further promote cooperation with the Maritime Board of Russia towards a more substantive and effective manner.

Mr. Patrushev, for his part and as quoted by the News, asserted that cooperation in the maritime field plays an important role in strengthening and deepening the bilateral defense cooperation, in line with the orientation of the Vietnam–Russia Comprehensive Strategic Partnership.
