Under a government decree, a low-income worker is defined as an individual with an average monthly income of VND2.25 million ($88.27) in rural areas and VND3 million ($117.7) in urban areas.

By 2030, the goal is to have 50% of elderly people proficient in basic digital skills, including online public services, online shopping, online payments, cybersecurity.

At least two or three networks of such centers will be formed in the northern,  central, and southern regions of the country to provide talents in the fields of Artificial Intelligence, semiconductor industry, and biotechnology.
