South Africa’s trade remedy authority has officially announced the termination of its anti-circumvention investigation regarding anti-dumping duties on tires originating from several Southeast Asian countries, including Vietnam.
On April 2, 2026, the Trade Remedies Authority of Vietnam (under the Ministry of Industry and Trade) reported that the International Trade Administration Commission of South Africa (ITAC) had published a notice regarding the cessation of the investigation. The probe focused on anti-circumvention of anti-dumping duties on new pneumatic tires for passenger cars, buses, and trucks imported from Vietnam, Cambodia, and Thailand. This decision concludes a review process that has lasted several months.
Previously, on September 20, 2024, ITAC initiated the investigation following a petition from the South African Tyre Manufacturers Conference (SATMC). The anti-dumping investigation period covered November 1, 2022, to May 31, 2024, while the anti-circumvention investigation period ran from August 1, 2022, to July 31, 2024.
The termination takes effect immediately upon the publication of the notice, officially closing the inquiry. As a result, no anti-circumvention duties will be imposed on imports of new pneumatic rubber tires—used for motor cars, buses, or trucks—that were alleged to have been transshipped from China through Vietnam, Cambodia, and Thailand.
However, the South African Minister of Trade, Industry, and Competition may request ITAC to consider restarting the investigative process should it be deemed necessary in the future.
The Trade Remedies Authority of Vietnam assessed this as a highly favorable outcome for the exporting business community.
To safeguard long-term interests, the Authority recommends that domestic industry associations and manufacturers continue to closely monitor the situation. Furthermore, businesses are advised to prepare contingency plans and maintain regular coordination and information updates with the Trade Remedies Authority to receive timely support should the investigation process be reopened.
