Steering Committee established to address obstacles to projects

Prime Minister Pham Minh Chinh has issued Decision No 1250/QĐ-TTg, dated October 23, 2024,  to establish a Steering Committee tasked with reviewing and addressing difficulties and obstacles related to projects.

The Steering Committee, comprised of key ministers and officials, including the Ministers of Finance, Justice, Natural Resources and Environment, the Governor of the State Bank of Vietnam, and other members will have the following responsibilities:

First, researching and proposing solutions to inter-sectoral issues that hinder project progress, including those involving public investment, domestic private investment, foreign direct investment, and other sources of capital.

Second, assisting the Prime Minister in directing, inspecting, coordinating, and urging relevant ministries, agencies, and localities to: review and summarize difficulties and obstacles related to projects under their state management; identify the causes of these difficulties and obstacles; propose solutions to address these issues; and direct relevant ministries and agencies to remove such obstacles within their authority.

Third, synthesizing difficulties and obstacles related to projects, grouping them by specific issues, and identify the appropriate authority at each level to handle them, and recommending solutions to the Prime Minister.

Fourth, directing, urging, inspecting, and summarizing the resolution and removal of difficulties and obstacles related to projects within the authority of ministries, central agencies, and localities; and reporting to the Prime Minister on any new issues (if any).

Fifth, considering, directing, amending, supplementing, and completing legal mechanisms and policies related to the authority of the Government, the Prime Minister, ministries, agencies, and localities.
