SOE governance needs qualitative change
According to Ms. Tran Thi Thuy Ngoc, Deputy CEO of Deloitte Vietnam, while many private enterprises want to be like State-owned enterprises (SOEs), many owners of the latter want to have real power under market principles. The governance activities of SOEs therefore requires qualitative change in order for the rights of owners to be exercised effectively and substantively.
