But it is still grappling with a shortage of high-quality human resources, as the skills of individuals is out of synch with the needs of society and enterprises.

This is an opportunity for vocational training institutions to send students on internships. Many businesses have proposed recruiting undergraduate students on internships, and some have even agreed to pay a salary.
