The Da Nang City People's Committee on October 15 issued a decision to concretize the City People's Council's Resolution on attracting experts, scientists, exceptionally talented individuals, and fostering cadres, civil servants, and public employees.
According to regulations, the applicable subjects include: cadres, civil servants, and public employees; outstanding university graduates, talented young scientists; leading experts, managers, and scientists, whether Vietnamese or foreign; individuals with special talents or aptitudes in culture, arts, sports; and cases contracted to perform civil service duties in accordance with the law.
The attraction policy is implemented in two forms: fixed-term labor contracts or job/product outsourcing.
For leading experts, managers, enterprise administrators, and scientists, salaries are determined across three tiers: VND50 million/month, VND100 million/month, and VND150 million/month (approximately $1,900, $3,800, and $5,700 respectively).
Additionally, for cases of job or product outsourcing, remuneration will be agreed upon based on the field, requirements, workload, and the candidate's capabilities and experience. Travel expenses, housing rental, and other support benefits may be included in the contract.
Individuals recruited may also receive support for up to 50% of accommodation costs during their work period in Da Nang, not exceeding VND20 million/month (about $760) for a maximum of one year.
For high-quality human resources attracted through recruitment or appointment as civil servants and public employees, the city applies a one-time support policy based on educational qualifications.
In addition to the attraction policy, the city also promotes high-quality short-term training, both domestically and internationally, for cadres, civil servants, public employees, and workers.
