After consulting with businesses and analysts on a draft report on the implementation of the Vietnam Civil Aviation Law, the Vietnam Chamber of Commerce and Industry (VCCI) has made a series of comments. Analysts believe there are still many inadequate regulations on civil aviation when the State intervenes in production and business plans or restricts aircraft procurement activities, hindering the development of the sector. To solve the problems, the VCCI made two important suggestions relating to utilizing the resources of enterprises and aircraft parking issues.
Commenting on a draft government Decree on the management, operation, and maintenance of expressways, the Vietnam Chamber of Commerce and Industry (VCCI) said it believes it is necessary to add content on traffic organization plans to PPP contracts to reduce project risk. It also recommended publishing traffic information as open data to make better use of the resource.
Commenting on a draft project on developing Vietnam’s international shipping fleet, the Vietnam Chamber of Commerce and Industry (VCCI) said there is currently no specialized legal document stipulating priority levels, tax incentives, and loan interest rates in fleet development investment and shipping activities. The roles of ministries, sectors, and localities should be clearer, it added, from policy formulation to infrastructure development and related services.
The State Bank of Vietnam (SBV) is commenting on a draft amendment to a circular on the lending activities of credit institutions and foreign bank branches. There will be additional regulations prohibiting credit institutions from providing loans to joint ventures. The Vietnam Chamber of Commerce and Industry (VCCI), however, said the reason provided by the drafting committee was not sufficient to completely support a ban on all lending activities for capital contributions, joint ventures, and capital transfers.
Analysts at the “Removing policy barriers to implement the PPP Law” seminar, organized by the Vietnam Chamber of Commerce and Industry (VCCI) in cooperation with the US Agency for International Development (USAID), proposed a number of solutions to four issues affecting the “vitality” of the Law.
A Draft Law on Electronic Transactions is receiving consultation from the Ministry of Information and Communications (MoIC) for finalization and submission to the government. Economic and trade cooperation between Vietnam and Turkmenistan holds a great deal of potential but remains modest. At the Vietnam - Turkmenistan Business Forum, held by the Vietnam Chamber of Commerce and Industry (VCCI) on June 29, the Chamber recommended the establishment of various forms of cooperation, such as joint venture enterprises between the two countries in various fields to expand to markets in member countries of the Eurasian Economic Union (EAEU) and the Commonwealth of Independent States (CIS).
