After consulting with businesses and analysts on a draft report on the implementation of the Vietnam Civil Aviation Law, the Vietnam Chamber of Commerce and Industry (VCCI) has made a series of comments. Analysts believe there are still many inadequate regulations on civil aviation when the State intervenes in production and business plans or restricts aircraft procurement activities, hindering the development of the sector. To solve the problems, the VCCI made two important suggestions relating to utilizing the resources of enterprises and aircraft parking issues.
Commenting on a draft project on developing Vietnam’s international shipping fleet, the Vietnam Chamber of Commerce and Industry (VCCI) said there is currently no specialized legal document stipulating priority levels, tax incentives, and loan interest rates in fleet development investment and shipping activities. The State Bank of Vietnam (SBV) is commenting on a draft amendment to a circular on the lending activities of credit institutions and foreign bank branches. There will be additional regulations prohibiting credit institutions from providing loans to joint ventures. The Vietnam Chamber of Commerce and Industry (VCCI), however, said the reason provided by the drafting committee was not sufficient to completely support a ban on all lending activities for capital contributions, joint ventures, and capital transfers.

A Draft Law on Electronic Transactions is receiving consultation from the Ministry of Information and Communications (MoIC) for finalization and submission to the government. According to Mr. Bui Trung Nghia, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI), Vietnam achieving its goal of net-zero emissions by 2050 will require the involvement of all economic and social sectors in all levels and localities. The Vietnam Chamber of Commerce and Industry (VCCI) held a meeting on June 21 between the President of the National Assembly of Mozambique, Ms. Esperanca Bias, who is visiting Vietnam, and Vietnamese businesses. A representative from the Ministry of Planning and Investment said that Vietnam is ready to act as a transshipment hub for Mozambique’s goods to expand in Southeast Asia. The 2021 Provincial Competitiveness Index (PCI) survey from the Vietnam Chamber of Commerce and Industry (VCCI) shows that while the Law on Supporting SMEs (small and medium-sized enterprises) has been in place for more than four years, less than 8 per cent of such enterprises have actually received support, while 51.3 per cent are unaware the Law exists. Vietnam currently has 1.7 million micro and small enterprises, which is expected to increase to 2.4 million by 2030.
