According to the Resolution, which took effect immediately on August 24, the railway line begins at the border rail connection in Lao Cai Province and terminates at Nam Hai Phong Station.

The route will pass through Ho Chi Minh City and 5 Mekong Delta localities, namely Dong Thap, Vinh Long, Can Tho, An Giang, and Ca Mau.

To achieve sustainable development, the railway industry needs to build a domestic industrial ecosystem, promote the domestic supply chain, and enhance international cooperation in training, technology transfer, and long-term investment.

Without alternative infrastructure such as service roads, overpasses, and protective fences, it will be difficult to persuade residents to voluntarily close long-established informal paths, especially if they are the sole access routes.
