Deputy Prime Minister Nguyen Chi Dung on September 19 signed Prime Ministerial Decision No. 2074/QD-TTg, approving the national enterprise database development scheme.
The scheme aims to establish a comprehensive enterprise database comprising six key data sources: business registration (the primary source), taxation, import–export, social insurance, credit, and labor and employment, along with related datasets.
The projected database will be designed to monitor business operations for state management, enhance support services for enterprises, and promote transparency. It will also seek to build a large, open data system to meet the needs of investment, production, and business activities for both citizens and enterprises.
By 2025, the goal is to build a basic enterprise database using four main data sources: business registration, taxation, import–export, and social insurance. This will help generate core indicators on business and entrepreneur health, and lead to the issuance of a business health index.
The scheme also includes developing a reporting system on financial and non-financial indicators to reflect enterprise performance, provide early warnings of violations for post-inspection purposes, and enable data sharing between the enterprise database and other national databases, including the national population database and sector-specific data systems.
In 2026, the basic enterprise database will be upgraded by integrating additional data sources such as credit and investment. Analytical tools will be developed using artificial intelligence, machine learning, and big data mining technologies to assess business performance.
Between 2027 and 2030, platforms will be developed to support open data access, allowing citizens and businesses to search and retrieve information. During this phase, the enterprise database will be expanded to include data on labor and employment, intellectual property, innovation, technology, digital transformation, sustainable development, and other enterprise-related datasets across digital platforms.
