Vietnam expects to mobilize around $370 million in official development assistance (ODA) and foreign concessional loans in the last four months of 2025. .

The Vietnam News Agency quoted the Ministry of Finance as reporting that nearly $450 million was secured in the first eight months of this year.

With the projected inflows, total mobilization in 2025 could reach about $820 million, in line with the country’s annual average of $800 million to $1 billion during the 2021-2025 period, except for 2022 when figures fell sharply due to the COVID-19 pandemic.

The ministry highlighted that demand for foreign capital remains substantial in 2025 and the years ahead, particularly for major infrastructure and climate-related projects.

For the 2025–2027 period, Vietnam aims to mobilize over VND2.22 quadrillion ($83.7 billion).
