Under Prime Ministerial Decision No. 2089/QD-TTg, recently signed by Standing Deputy Prime Minister Pham Gia Tuc, the Government's implementation plan for the conclusion by Party General Secretary and President To Lam on the development of the National Maritime Industry, has been approved.

The conclusion had been promulgated by the Party Central Committee's Office  in its Notice No.125-TB/VPTW, dated July 18, 2026.

The implementation plan aims to address bottlenecks in institutions, mechanisms, policies, markets, science and technology, human resources, finance and implementation, while mobilising resources and improving the efficiency of capacity of the existing maritime industry.

It outlines 10 groups of tasks and solutions. Key measures include developing a National Programme for Maritime Industry and Marine Engineering Development to 2035, with a vision to 2050; reviewing, assessing and classifying the country’s maritime industrial capabilities; and improving institutional frameworks and financial mechanisms, including credit, guarantees and insurance.

The plan also calls for restructuring the market and building a modern, green and digital maritime industrial ecosystem.

Other priorities include strengthening international cooperation, attracting investment, developing domestic enterprises and increasing their participation in global value chains. It also seeks to promote dual-use defence and security industries and establish key maritime industry and marine engineering centres and industrial clusters.
