Vietnam will continue upgrading the quality and standards of its stock market, solidly maintaining secondary emerging market criteria while working toward satisfying MSCI upgrade requirements and advancing to FTSE Russell's Advanced Emerging Market classification, according to the Government Online Newspaper  (baochinhphu.vn)

Addressing the opening session of the 31st Asian Securities Forum (ASF) Annual General Meeting in Hanoi on October 1, Deputy Prime Minister Nguyen Van Thang stated that for the 2026–2030 period, Vietnam targets annual double-digit economic growth. He noted this rapid expansion must remain sustainable, anchored by macroeconomic stability, controlled inflation, and maintained major economic balances.

To achieve these goals, Vietnam is aggressively deploying synchronized strategic measures to establish a new growth model driven primarily by science, technology, innovation, and digital transformation. The institutional and legal framework continues to be refined to eliminate systemic bottlenecks and unlock development capital.

Alongside these efforts, the private sector is being strongly fostered, the state-owned sector maintains its leading role, and international integration is being deepened in a substantive, efficient manner.

These major strategic directions are opening new development spaces while creating substantial demand for mobilizing, allocating, and efficiently deploying financial capital.

Throughout this process, the Vietnamese Government identifies the capital market as playing a paramount role. The Strategy for the Development of Vietnam’s Stock Market to 2030 aims for stable, healthy, efficient, and sustainable development—positioning the stock market as a critical channel for medium- and long-term capital mobilization for the economy while accelerating deeper integration into global financial markets.

The Government will continue directing the refinement of the legal framework governing capital markets, modernizing trading infrastructure, accelerating digital transformation, enhancing market transparency, bolstering corporate governance and surveillance efficacy, diversifying financial products and the investor base, and facilitating broader market access for both domestic and foreign investors.

"Vietnam seeks to strengthen cooperation with other nations, international organizations, and ASF members. We stand ready to share our practical experiences while actively adopting best practices, standards, and suitable international conventions to elevate our market development standards," said the Deputy Prime Minister.

He noted that the event holds special significance as it marks the first time the Asian Securities Forum is hosted in Vietnam, at a time when the nation's capital market is entering a new phase of growth and global integration, with Vietnam's stock market having officially entered the FTSE emerging market index.

"Today’s financial markets are expanding rapidly, integrating deeply, and becoming highly interconnected amid shifts in capital flows, business models, regulatory frameworks, and governance standards—driven in particular by the rapid advance of digital technology and artificial intelligence," Deputy Prime Minister Thang said.

In this context, strengthening dialogue, exchanging practical experience, and fostering connectivity and collaboration among regional regulatory bodies, institutions, and market participants have become increasingly vital.
