HCMC is among localities with a disbursement rate of less than 5%.

More than VND110.6 trillion ($4.7 billion) in public investment capital was disbursed in the first four months of 2023, equal to 14.66 per cent of the annual target, figures from the Ministry of Finance show.

Disbursement of domestic capital stood at 16.93 per cent, which is lower than in the same period last year (19.57 per cent), while disbursement of foreign capital was estimated at 6.28 per cent, or higher than in the same period last year (3.25 per cent).

The ministry reported that only three ministries and 19 localities recorded a disbursement rate of over 20 per cent, while 47 ministries and centrally-run agencies and 27 localities saw disbursement rates of less than 15 per cent.

To speed up disbursement, the ministry suggested that the Prime Minister assign the Ministry of Planning and Investment to issue specific guidance on conditions for allocating capital regarding medium-term and annual public investment.

Ministries, central agencies, and localities were requested to submit reports on disbursement progress.
