$400 mln contract sealed for initial phase of HCMC-Moc Bai Expressway project

The Ho Chi Minh City People's Committee has officially approved Component Project 1, the main construction package for the HCMC-Moc Bai Expressway. 

The project will be developed in the form of Public-Private Partnership (PPP),  under a Build-Operate-Transfer (BOT) contract, with a total investment exceeding VND10.4 trillion (nearly $398 million). Capital mobilized by the private investor will account for over 95% of this amount.

According to the newly released plan, the entire project now has a detailed implementation timeline, with bomb and mine clearance is set to begin as early as August 19. Following that, construction of residential frontage roads will start in September, and the main expressway (under Component Project 1) will officially break ground in January, 2026. The entire project is targeted for completion by the end of 2027.

The HCMC-Moc Bai Expressway project has a total estimated investment of over VND19.6 trillion (over $750 million) and will span 51.2 km.

To implement the project, land acquisition represents a massive undertaking with a total cost of over VND6.55 trillion (about $250 million) across both Ho Chi Minh City and Tay Ninh province. This process is expected to affect some 2,193 households in Ho Chi Minh City alone.
