All transactions between citizens and government agencies will be conducted in the digital environment by 2035. This is the goal set under the Programme on Developing Applications of Population Data, Identity, and Electronic Authentication to Serve National Digital Transformation in the 2026–2030 period, with a vision to 2035, approved under Prime Ministerial Decision No. 826/QD-TTg, signed by Deputy Prime Minister Ho Quoc Dung on May 11, 2026.

From 2026 to 2030, the programme will focus on six specific objectives: Supporting administrative procedures, providing online public services, and fostering innovation in governance and management; Promoting the development of the digital economy and digital society; Supporting the development of digital citizens; Expanding infrastructure and completing the ecosystem for creating, connecting, exploiting, and enriching data; Ensuring social security and serving crime prevention, national security, and public order; and Supporting scientific research and innovation.

Looking ahead to 2035, the vision is to build Vietnam into a sustainable and comprehensive digital nation, where all citizen–government transactions will take place in the digital environment.
