Deputy Prime Minister Tran Hong Ha has signed Decision No. 1117/QD-TTg, approving a master plan for sustainable coastal resource exploitation and management from 2021 to 2023, with a vision extending to 2050.

The plan aims to protect, maintain, and restore coastal ecosystems, biodiversity, and values. It seeks to increase conservation areas and ensure at least 6% of the country's natural sea area is protected.

Additionally, the plan focuses on organizing and distributing coastal resources effectively, addressing conflicts, and ensuring ecosystem resilience. It targets 100% collection and treatment of hazardous waste, household solid waste, and plastic waste in coastal areas.

The plan emphasizes sustainable, ecological, intelligent, and safe development of coastal economic zones, industrial zones, and urban areas. It requires centralized wastewater treatment systems that meet environmental standards.

The plan aims to improve public access to the sea, livelihoods, and living standards for coastal communities. It seeks to eliminate particularly difficult communes in coastal areas and increase per capita income in coastal provinces and cities by at least 1.2 times the national average.

The plan envisions the coastal zone as a vibrant economic and cultural hub, attracting investment and serving as a gateway for domestic and international trade. It aims to develop coastal regions as a foundation for Vietnam's maritime development and create a driving force for other regions in the country.

The plan prioritizes a clean and safe environment, the protection of natural, ecological, landscape, cultural, and historical values, and a strong national defense and security posture. It aims for Vietnam to become a powerful, prosperous, secure, and sustainable maritime nation, achieving net-zero emissions by 2050.

Coastal lands and islands will be arranged and allocated according to the National Land Use Planning, aligning with the national master plan for four socio-economic regions: Northern region (Quang Ninh to Ninh Binh); North Central Coast and Central Coastal region (Thanh Hoa to Binh Thuan); Southeast region (Ba Ria-Vung Tau and Ho Chi Minh City); and Southwest region (Tien Giang to Kien Giang).
