Xuan Thien Group officially broke ground on its Xuan Thien Nam Dinh Green Steel complex in northern Nam Dinh Province on June 23, with Deputy Prime Minister Le Thanh Long in attendance.
The project has a total investment of over VND98 trillion ($3.74 billion) and an annual production capacity of 9.5 million tons of steel.
It will initially operate using electricity and natural gas, with plans to transition to green hydrogen for the direct reduction of iron—replacing conventional coke-based steelmaking methods to reduce CO₂ emissions and protect the environment.
The complex will produce high-quality steel products currently not manufactured domestically, including weathering steel for mechanical engineering, shipbuilding, wind turbine towers, automotive bodies, and weapon manufacturing.
Spanning 425 ha, the complex consists of two main projects.
Xuan Thien Nam Dinh Green Steel Plant No. 1, located across the communes of Nghia Hai, Nghia Thanh, and Nghia Lam, will have a capacity of 7.5 million tons per year and an investment of VND88 trillion ($3.36 billion).
Xuan Thien Nghia Hung Green Steel Plant, located in Nghia Hai commune, is designed to produce 2 million tons per year from scrap metal using electric arc furnace (EAF) technology, with an investment of VND10 trillion ($382 million).
According to the plan, the project will begin producing steel by June 2028, with full completion of the complex targeted for June 2030. Once operational, it is expected to generate employment for over 21,000 workers.
