The first Congress of the Government’s Party Organization opened in Hanoi on October 13 with the participation of 453 delegates representing more than 209,000 members of the 2,211 Party units across the Government’s Party Organization, according to a report from the Government News.
Dignitaries to the Congress include Party General Secretary To Lam, State President Luong Cuong, and Chairman of the National Assembly Tran Thanh Man, among many other high-ranking officials.
In his opening remarks, Politburo member, Prime Minister Pham Minh Chinh, who is also Secretary of the Government's Party Committee, expressed boundless gratitude to great President Ho Chi Minh – a brilliant leader who founded the Communist Party of Vietnam and the Government of the Democratic Republic of Viet Nam (now the Socialist Republic of Viet Nam).
The PM said the first Congress will review the performance of the Government's Party Committee for the 2020-2025; figure out major orientations, tasks and solutions for the next period of 2025-2030; while deliberating on the documents to be submitted to the 14th National Congress of the Communist Party of Vietnam.
Despite unprecedented developments over the past five years, the Government upheld the sense of solidarity, discipline, responsibility and the spirit of daring to think, daring to do, and daring to take responsibility for the common good, noted the Prime Minister.
He stressed that the Government focused on realizing three strategic breakthroughs (institutional building, infrastructure development and human resource development), and 12 sets of central tasks enshrined in the Resolution adopted at the 13th National Congress of the Party.
The Government managed to timely and effectively address emerging issues, including the COVID-19 pandemic, maintain macro-economic stability and ensure major balance of the economy, guarantee social security, and enhance defense and security capacity.
During the past two years, the Government joined the formulation of historic policies on rearranging and streamlining the State apparatus and creating a two-tier local administration system, as well as the Politburo's resolutions on development of the sectors vital for the new era of the nation's rise, and then organized the implementation of these policies and resolutions, PM Chinh said.
Thanks to the drastic efforts of the whole political system, people and business community as well as international friends' support and assistance, our country has gained comprehensive and remarkable achievements across all fields, which would inspire and inject momentum for the nation's fast and sustainable development in the years to come, according to the Government leader.
The Government chief urged the delegates to focus on deliberating on achievements gained as well as shortcomings and weaknesses, and draw lessons learned.
Regarding the 2026-2030 period, the PM urged the delegates to put forward breakthrough solutions to achieve the annual GDP growth target of at least 10 percent on average; reinforce traditional growth drivers (consumption, export, investment) while bolstering new growth drivers such as green economy, digital economy, innovative economy, and circular economy.
The Government leader also called on the delegates to envisage special measures, policies and mechanisms to firmly protect independence, sovereignty, national security; to create a peaceful environment for cooperation and development; and to ensure harmonization between growth and social progress and environmental protection in order to leave no one behind.
The Prime Minister asked the delegates to contribute quality ideas to the documents to be submitted to the 14th National Congress of the Party and to the Government's draft action plan for the implementation of the Resolution to be adopted at the 14th National Congress of the Party.
