Under Government Resolution No. 318/NQ-CP, dated October 9, 2025,  a plan for implementation of the National Assembly’s Resolution on piloting special mechanisms and policies to develop urban railway networks in Hanoi and Ho Chi Minh City has been promulgated.

The plan outlines clear responsibilities for ministries, agencies, and localities in investment preparation, industrial capacity development, and human resources training for the railway sector.

It also calls for the issuance of guiding decrees to facilitate resource mobilisation and project implementation while ensuring compliance with international treaties to which Vietnam is a member.

The plan requires the completion of a comprehensive legal framework in support of urban railway development, including mechanisms for scientific and technological advancement, workforce training, and the assignment of specific railway-related industrial products and services to Vietnamese enterprises. 

Hanoi and Ho Chi Minh City are instructed to work closely with relevant ministries to review and adjust planning around railway stations and depots, implement compensation and resettlement projects, and auction land to finance urban development associated with the railway systems, in accordance with existing regulations.
