Four specific policies to help expressway development

The Ministry of Transport has proposed four mechanisms and policies to realize the goal of having 5,000 km of highways nationwide by 2030, including increasing the proportion of State capital in public-private-partnership (PPP) projects, allowing the government to issue bonds to lend to local provinces, appointing contractors for consulting bidding packages, and allowing large-scale projects to exploit minerals without an exploitation license.
