The government will continue to focus on building and completing institutions as one of three strategic breakthroughs outlined in the Resolution from the 13th National Party Congress, according to Prime Minister Pham Minh Chinh.

It will also review and amend existing legal regulations with the aim of eliminating difficulties, obstacles, and barriers, unlock all resources for development, propose the building of new legal regulations to adapt to Industry 4.0, and promote the digital economy, the green economy, the circular economy, and emerging industries, he said while chairing the government session on law-building on January 29.

The Prime Minister instructed relevant ministries and agencies to renew mindsets in law building and to have policies and mechanisms to mobilize the strengths of all society for development as well as renew working methods to create resources and growth drivers.

He also stressed the need to hear the opinions of experts, scientists, the business community, and people, and to study international experience in law building.

It is necessary to increase inspections and supervision, simplify administrative procedures, and reduce compliance costs for people and businesses and tackle obstacles for further development, he said.
