The People's Committee of Ha Tinh province in central Vietnam recently held a working session with a delegation from the Asian Development Bank (ADB) to review the progress of the Priority Infrastructure for Climate Adaption Project in the province's administrative center (now encompassing Thanh Sen, Tran Phu, Ha Huy Tap wards, and Cam Binh commune).
The project's investment policy was approved by the Prime Minister in Decision No. 126/QD-TTg dated January 31, 2024; the Chairman of the Provincial People's Committee approved the feasibility study report in Decision No. 1698/QD-UBND dated June 30, 2025.
With a total investment of nearly VND3.3 trillion (around $125 million), the project is funded by more than VND2.3 trillion (around $88 million) in loans from ADB, VND36 billion (over $1.37 million) in non-refundable aid, and over VND930 billion (over $35.4 million) in counterpart funding from the local budget.
The project aims to build synchronized infrastructure adapting to climate change, contributing to reducing urban flooding, developing a regional transport system, improving the quality of life for residents, and promoting the development of Ha Tinh's central urban area towards a modern and sustainable direction.
The project comprises four main components: constructing a comprehensive drainage system; expanding water storage and drainage capacity; developing climate change-adaptive transportation systems; along with technical assistance and capacity building components.
According to the Provincial Investment and Construction Project Management Board for Transport and Urban Development, the project is currently proceeding on schedule. The project will be implemented, constructed, and put into operation from 2026 to 2029.
