Under Prime Ministerial Document No. 1136/TTg-CN, signed by Deputy Prime Minister Tran Hong Ha on November 21, the Quang Tri Provincial People’s Committee is permitted to mobilize investment capital in the public-private partnership (PPP) form for construction and upgrading of National Road No. 15D.
The 92-km-long road links My Thuy seaport in Hai Lang district with the La Hay international border gate in the central province and was part of a national plan for road network development approved by the Prime Minister in 2015, and consists of five sections, of which two new sections (sections 2 and 3) running from National Highway No. 1 to the Ho Chi Minh Highway, crossing the Cam Lo - La Son section of the Eastern North-South Expressway, with a total length of 42 km, will be built, with investment capital estimated at VND6.8 trillion (nearly $280 million). The three other sections will be upgraded and expanded.
National Road No. 15D can be connected to Laos’ National Road No. 15B and then to road networks in Thailand and Myanmar along the East - West Economic Corridor.
Some 300-350 vehicles travel each day on National Road No. 15D through the La Hay international border gate, including many trucks transporting coal from Laos to seaports in Vietnam, with volumes estimated at 20-30 million tons per year.
