Under its recently-issued Circular No. 141/2026/TT-BTC, the Ministry of Finance has provided guidelines for implementing the Executive Training and Capacity Building Program for 10,000 CEOs by 2030, which had been approved by the Prime Minister (Decision No. 525/QD-TTg dated March 31, 2026).

The new circular establishes implementation mechanisms for diverse training initiatives, ranging from scholarship vouchers and structured courses to specialized tracks such as CEO Lab, CEO Readiness Program, and CEO Talk. The program applies to executive personnel from private business entities, alongside ministries, local authorities, business associations, and related institutions.

Program funding will be mobilized from three primary sources. Public funding will be allocated from regular state budget expenditures for education, training, and vocational education at both central and local levels.

Under Circular 141, priority selection will heavily rely on digital data integration. Supporting agencies will primarily utilize corporate registration databases, self-declared metrics on the official program portal (10000ceo.business.gov.vn), and verifiable business records. Enterprises need to present physical documentation only when digital records are incomplete or require post-inspection verification.

Priority status is extended to innovative startups, women-owned enterprises, firms with large female workforces, digital and high-tech companies, and social enterprises. A private company is recognized as women-owned if a female entrepreneur serves as the sole proprietor. For limited liability, joint-stock, or partnership firms, women must hold over 50 percent of charter capital and occupy at least one executive management role.

For online learning via the government platform (business.gov.vn), state funds will cover platform upgrades, software maintenance, server hosting, and digital curriculum production.

The Agency for Private Enterprise and Collective Economy Development under the Ministry of Finance will manage and operate the e-learning system. Enterprises and trainees can register for an unlimited number of courses on the official E-learning system.

Beyond government-operated platforms, the program authorizes support for executives accessing reputable commercial e-learning networks. Supporting agencies may acquire corporate learning accounts through public procurement standards, provided learning progress, assessment data, and completion certificates are synchronized with the national 10,000 CEO Program database.

An alumni network will also be established to maintain post-training engagement, facilitating peer-to-peer executive exchanges and business growth support.
