Okx Ventures, Hashkey Capital invest in Vietnam’s Caex to support regulated crypto market entry

OKX Ventures and HashKey Capital invest in CAEX to help the Vietnam-based exchange meet regulatory capital requirements and develop a compliant crypto trading platform.

OKX Ventures and HashKey Capital have agreed to invest in Vietnam Prosperity Crypto Asset Exchange Joint Stock Company (CAEX), becoming strategic partners alongside founding shareholders VPBank Securities (VPBankS) and LynkiD.

The investment is aimed at enabling CAEX to meet Vietnam’s minimum capital requirement of VND10 trillion ($384.6 million) to participate in the country’s pilot program for regulated crypto asset trading under Government Resolution No. 05/2025/NQ-CP.

The partnership brings together domestic financial and technology capabilities with international crypto expertise to support CAEX’s development, particularly in compliance and infrastructure as Vietnam moves toward a regulated digital asset framework.

Under the agreement, OKX Ventures and HashKey Capital will contribute funding in April and work with CAEX on areas including technical infrastructure, security systems, risk management, compliance, and liquidity connectivity, in line with applicable regulations.

VPBankS, part of the VPBank ecosystem, remains a founding shareholder and strategic partner, contributing financial strength, governance, and investment expertise. LynkiD, also a founding shareholder, supports digital identity, user experience, and core platform infrastructure.

“We believe the cooperation with OKX Ventures and HashKey will enable CAEX to access and operate a crypto asset trading platform in line with international standards," said Mr. Nguyen Hong Trung, Chairman and CEO of CAEX. "CAEX is committed to building a transparent, secure, and accessible exchange where every investor can participate, unlock opportunities, and enjoy a dynamic experience in the era of digital assets.”

For his part, OKX Global Markets Vice President Netero Dai said: “Vietnam is one of the most dynamic markets for digital assets, with strong user adoption and a clear move toward a regulated framework. Our partnership with CAEX reflects our mission to create a safe, trusted environment for people to transact with crypto. We’re proud to support the development of a secure and compliant platform for Vietnam’s growing digital asset community.”

Meanwhile, HashKey Exchange BG CEO Mr. Haiyang Ru noted that Vietnam is one of the most vibrant and high-potential markets in Asia. "These conditions create an ideal environment for the next generation of fully licensed crypto asset enterprises. We are honored to partner with CAEX to share our long-term vision of compliance, transparency, sustainability, and market-wide trust,” he said.

CAEX said it aims to become a leading crypto asset trading platform in Vietnam, expanding access to regulated and modern investment channels while playing a strategic role within VPBank’s broader financial ecosystem.

CAEX is part of VPBank’s financial ecosystem and focuses on building a transparent and secure crypto asset trading platform supported by expertise in finance, technology, and cybersecurity.

HashKey Capital’s fintech investment fund focuses on digital assets and related infrastructure, combining liquid token positions with strategic investments in early- and growth-stage companies.

HashKey Exchange operates under Hong Kong’s regulatory framework and holds multiple licenses from the Securities and Futures Commission, with certifications including ISO 27001 and ISO 27701.

OKX Ventures is the investment arm of OKX, a global fintech company serving more than 120 million users and offering services across digital asset trading, wallets, and decentralized markets.
