Prime Minister Pham Minh Chinh has signed Decision No. 437/QD-TTg, dated March 16, 2026, promulgating the implementation plan for the Law on Cybersecurity.

The plan outlines six specific tasks for ministries, sectors, local authorities, and relevant agencies to execute:

First, starting in 2026 and in the following years, the Ministry of Public Security (MPS) will lead and coordinate with ministries, agencies, press organizations, and local authorities to organize publicity, dissemination, and guidance on the implementation of the Law through mass media.

Second, the MPS will lead and coordinate with ministries, ministry-level agencies, government-attached agencies, and People’s Committees of provinces and centrally-run cities to compile materials and organize specialized training conferences to improve legal and professional cybersecurity knowledge for agencies, units, and localities.

Third, the MPS will conduct a review of legal documents related to the Law within its State management authority. Other ministries, ministry-level agencies, and provincial People’s Committees will review relevant legal documents within their assigned fields and jurisdictions, submitting the results to the MPS by April 1. Fourth, the MPS will lead and coordinate with the Government Office, the Ministry of Justice, and relevant agencies to draft and issue legal documents providing detailed regulations and guidelines for the Law’s implementation by July 1.

Additionally, the PM requested that by July 1, the Ministry of National Defense lead and coordinate with relevant offices to issue two Government Decrees: one regarding civil cryptography activities and another providing detailed regulations for certain articles of the Law on Cybersecurity within the Ministry's scope of management.

Fifth, the MPS is tasked with presiding over the drafting of a Prime Ministerial Decision to issue the List of Critical National Security Information Systems, to be promulgated before December 31.

Sixth, throughout 2026 and subsequent years, the MPS will lead and coordinate with ministries, local authorities, and relevant organizations to monitor, inspect, and urge the implementation of the Law and its guiding legal documents.
