The Government Office has issued Notice No. 493/TB-VPCP conveying the conclusions of Prime Minister Pham Minh Chinh, head of the Steering Committee, at the recent 20th meeting of the State Steering Committee for National Key Projects in the transport sector.

Accordingly, the Prime Minister has mandated the completion of over 3,000 km of expressways and more than 1,700 km of coastal roads by 2025.

Regarding investment preparation procedures, the PM instructed the provinces of Nghe An, Quang Tri, Quang Ngai, and Cao Bang to proactively implement and finalize pre-feasibility study reports for expressway projects including Vinh–Thanh Thuy, Cam Lo–Lao Bao, Quang Ngai–Kon Tum, and Bac Kan–Cao Bang, aiming for completion by Q4/2025.

Hanoi, Bac Ninh, and Gia Lai have been requested to accelerate the preparation and approval of feasibility study reports for the Gia Binh Airport connector road and the Quy Nhon–Pleiku project, also targeting completion by Q4/2025.

Ho Chi Minh City and Lam Dong province have been tasked with expediting investor and contractor selection and related procedures to commence construction of the HCM City–Moc Bai and Tan Phu–Bao Loc expressway projects on December 19, 2025.

Meanwhile, the Ministry of Construction must immediately complete investment procedures, select contractors, and minimize implementation time to begin construction of remaining tunnels on the North–South Expressway—such as Cu Mong, Nui Vung, and Than Vu—by December 19, 2025. It must also fast-track approval and groundbreaking for the expansion of the HCM City–Trung Luong–My Thuan Expressway on the same date.The Ministry of Finance is responsible for finalizing related procedures and completing the appraisal report for the Vinh–Thanh Thuy expressway investment policy by September 2025.
