The Prime Minister has directed the Ministry of Industry and Trade and relevant ministries, agencies and local authorities to urgently implement coordinated measures to ensure national energy security and a reliable electricity supply from 2027 to 2030.
Government Office Dispatch No. 10790/VPCP-CN, issued on October 22, 2026, conveyed the Prime Minister’s instruction on urgent measures to secure electricity supplies over the period.
According the Prime Ministerial instruction, the Ministry of Industry and Trade has been tasked with accelerating the development of self-produced and self-consumed rooftop solar power systems at households, public offices and business establishments. The government also encourages the installation of battery energy storage systems (BESS) to reduce peak-hour demand and strengthen local energy self-sufficiency.
Investors have been instructed to accelerate construction and bring the Na Duong 2 and Quang Trach I thermal power plants into commercial operation in 2026.
The government has also set annual electricity-saving targets of at least 3% of total national consumption. During the peak hot-weather months of April, May, June and July, savings must reach at least 10% of electricity consumption.
Other measures include implementing demand-side management programmes, adjusting and shifting electricity loads, cutting peak-hour demand by at least 3,000 megawatts (MW), and reducing total system power losses to below 6%.
For 2028–2030 and beyond, the PM asked the ministries and agencies to review ongoing and planned power generation and transmission projects and agreed on a list of key projects to be assigned to state-owned groups for implementation.
