The Ministry of Justice has publicized an appraisal dossier for a draft Decree detailing several articles of the National Assembly's Resolution No. 250/2025/QH15 on enhancing the effectiveness of international integration. The Ministry of Industry and Trade (MoIT) is the lead agency in drafting the Decree.
According to the MoIT, after 40 years of Doi Moi (Renewal), the country’s international integration process has transitioned from basic integration to "full integration"—shifting from the position of a follower to a pioneering nation in emerging fields. This is seen as a vital direction in the new era, contributing to the realization of the vision to become a high-income developed nation by 2045.
However, international integration efforts in many sectors still face bottlenecks. For instance, Free Trade Agreements (FTAs) have not yet achieved significant "depth," evidenced by the declining share of domestic enterprises in total exports. Furthermore, the localization rate of Foreign Direct Investment (FDI) enterprises remains low, and linkages between domestic firms and FDI sectors remain weak.
In particular, while Vietnamese enterprises are identified as the "center, subject, driving force, and main force" of the international integration process, they are currently struggling with limited internal capacity and a lack of effective support mechanisms.
To address these issues, the MoIT has proposed the establishment and operation of an ecosystem to utilise FTAs.
"This can be considered a vital and comprehensive solution to overcome challenges and support businesses, cooperatives, and household businesses in effectively leveraging the benefits brought by FTAs," the draft Decree states.
Under the draft Decree, the MoIT suggests a series of mechanisms to support enterprises participating in this ecosystem, including: Streamlined administrative procedures; Support for technology, information, and human resources; Specialized consultancy based on specific industries and value chains; Support for enhancing production and business linkages; Assistance in brand development, market connection, and expansion; and Consultancy on standards, technical regulations, measurement, and quality control.
Notably, the MoIT proposes an interest rate support mechanism applicable in each period for businesses, cooperatives, and household businesses participating in the ecosystem.
Accordingly, enterprises would receive interest rate subsidies when taking out medium- and long-term loans from credit institutions to implement production and business projects that fall under the programs and plans of the ecosystem.
