General Secretary and State President To Lam emphasized that infrastructure efficiency must be measured by the tangible benefits provided to citizens, businesses, and the overall economy.
The proposed project would help complete Vietnam's national transport network while creating a new economic corridor linking Quang Ninh, Hai Phong, and the Hanoi Capital Region.
Once completed, the projects are expected to significantly strengthen the central city's strategic transport network by improving connectivity between urban areas, industrial parks, the national expressway system, seaports, and neighboring localities.
