The Free Trade Zone in the northern port city is planned to include manufacturing areas, port and port-logistics facilities, logistics centers, commercial and service areas, and other functional zones.

The project will be implemented in phases—from 2026 to 2028 and 2028 to 2030—with a vision toward 2030. Priority will be given to people with meritorious services to the national revolution, policy-beneficiary families, and vulnerable groups.

The southern city is currently focusing on high-tech sectors such as aviation, semiconductors, artificial intelligence (AI), and information technology, with a development roadmap closely linked to green, clean, and high-value-added goals.

If approved, monthly net income requirements will be adjusted for eligible groups, including low-income urban residents, workers, civil servants, and public employees.

Based on the consensus of relevant agencies, the Ministry of Construction will direct the urgent finalization of the planning dossier, seek further opinions from ministries and sectors, and submit the plan to competent authorities for appraisal and approval.

Alongside improving supply and liquidity, the recovery of Vietnam’s tourism industry is expected to remain a key driver supporting the growth of the resort real estate market.
