The People’s Committee of northern Quang Ninh city on September 14 issued a plan to implement the semiconductor industry development strategy through 2030, with a vision to 2050.
The plan aims to establish an initial foundation for the newly-established city to join Vietnam’s semiconductor and electronics industry value chain, while linking semiconductor industry development with the development of the concentrated digital technology park.
Under the plan, Quang Ninh will establish a basic support ecosystem for the semiconductor industry, including preferential policies, infrastructure for the concentrated digital technology park, and human resources, in line with Phase I (2024–2030) of Vietnam’s semiconductor industry development strategy.
Alongside support policies, Quang Ninh has identified accelerating investment in technical infrastructure for the concentrated digital technology park in Tuan Chau Ward as a key priority for 2026. The city will complete the necessary legal procedures to enable the park to receive secondary investors in the digital technology sector.
While promoting its potential and policies in the semiconductor and digital technology industries, the city will develop human resources to meet demand in semiconductors, electronics, automation, mechatronics, information technology, digital technology, and related fields.
During the 2027–2030 period, the city plans to attract at least one investment project in the semiconductor industry or the production of supporting products directly serving the semiconductor industry at the concentrated digital technology park or in industrial parks and economic zones across the city.
In terms of infrastructure, Quang Ninh aims to basically complete the technical infrastructure of the concentrated digital technology park in Tuan Chau Ward during this period.
The city also targets supporting at least three to five eligible projects and businesses. It plans to establish an incubator and a startup and innovation support space in digital technology and semiconductors, linked to the concentrated digital technology park.
To implement the plan, Quang Ninh will accelerate investment in the technical infrastructure of the concentrated digital technology park in Tuan Chau Ward. It will also establish a research and artificial intelligence application center and develop an incubator space to support startups and innovation in digital technology and semiconductors in connection with the park.
In addition, the city will implement a range of measures to attract investment in the semiconductor industry, identify priority locations and areas for investment attraction, and develop human resources to meet the industry’s growth needs.
