Quang Ninh to pilot 5 commercial housing projects without land acquisition

The People's Council of Quang Ninh province in Vietnam's northern region has passed a resolution on the list of land plots designated for commercial housing projects, which  will be developed through negotiated agreements on acquirement of land use rights or on land where developers already hold such rights, in accordance with Resolution No. 171/2024/QH15 of the National Assembly.

Accordingly, five land plots are included in the list approved by the Provincial People's Council.

First, a 0.21-ha plot in Cao Xanh ward for a mixed-use apartment and office building. The project is registered by the  Financial Investment and Textile 277 JSC, with an estimated total investment of VND350 billion (nearly $13.4 million). The project is scheduled for implementation from 2026 to 2028.

Second, a 0.35-ha plot for an apartment building in the Cao Xanh - Ha Khanh A Urban Area in Cao Xanh ward. The project is registered by Tan Viet An Trading and Tourism JSC, with an estimated total investment of VND700 billion ($26.76 milllion). The implementation timeline is from 2025 to 2027.

Third, a 0.68-ha plot for a hotel, commercial services, and apartment complex in the Ben Doan High-end Service Area in Hong Gai ward. The project is registered by DOJI Gold & Gems Group, with a total investment capital estimated at over VND3.6 trillion ($138.7 million). The project is scheduled for implementation from 2025 to 2029.

Fourth, a 1.67-ha plot for a residential housing group in the Don Dien area of Tuan Chau ward. The project is registered by Van Ha Construction and Trading JSC, with a total investment of VND84 billion ($3.2 million). The implementation timeline is from Q3 2025 to Q1 2027.

Fifth, a 27.18-ha plot for the Dao Ngoc Resort and Service Urban Area in Quang Hanh ward. The project is registered by TTP Industrial Development Investment Group Joint Stock Company, with an estimated total investment of VND2.65 trillion ($101.3 million). The implementation is scheduled from Q3 2026 to Q1 2031.

According to the Provincial People's Committee, all five land plots on this list for commercial housing projects are consistent with land use plans and align with the housing development program of the locality.
