- Young scientists under 47 holding the title of associate professor or professor, or experts and leading scientists with high professional qualifications in strategic, key, or important fields, who meet at least one of the following: (1) Receiving national or international research awards, or produce scientific works contributing to sectoral, local, or national innovation and development; (2) Achieving exceptional work results exceeding position requirements; (3) Creating inventions, technical improvements, initiatives, or scientific and technological products with significant results recognized by competent authorities (provincial, ministerial, or higher), contributing importantly to the development of industries, sectors, localities, or the country.

- Business managers and administrators at agencies, organizations, research institutes, technology corporations, or domestic and international enterprises in strategic, key, or important fields who: (1) Possessing deep expertise in a field relevant to recruitment; (2) Having outstanding achievements aligned with economic, scientific, and technological development tasks or key national priorities; and (3) Have at least five years of experience as consultants or senior managers in specialized areas.

- Excellent Graduates: Outstanding graduates from domestic or international higher education institutions who have won top prizes in prestigious national or international competitions will be admitted, with priority given to strategic, key, and important sectors for the country and localities.

Additionally, localities, agencies, and units may sign labor contracts with these individuals based on actual needs, aiming to attract high-quality human resources with extensive experience and linking benefits to work performance.
