Actual business conditions in Q4 2025 significantly outperformed previous expectations. In the Q3 2025 survey, only 56% of businesses predicted that conditions in Q4 would be positive.

The Business Climate Index (BCI) published by the European Chamber of Commerce in Vietnam (EuroCham) on July 4 shows that confidence among investors and European businesses in Vietnam’s business environment fell slightly in the second quarter of 2022. The BCI is still, however, 7.6 percentage points higher than in the fourth quarter of 2021. Seventy-six per cent of EU enterprises expect to increase their investment in Vietnam.

Ho Chi Minh City introduced 20 projects currently calling for investment at the Vietnam - Europe Business Forum 2022, organized by the Investment and Trade Promotion Center of Ho Chi Minh City (ITPC) on June 30. The projects are in the fields of infrastructure, education, healthcare - hospitals, and transportation.

Though production around Vietnam has been suspended at this point in time and some businesses have decided to temporarily assign orders to their operations in other countries, European businesses still wish to invest long-term in Vietnam.

Although Vietnam is already an attractive destination for investment, it is still necessary to further reform the legal framework and business environment. There will be many major opportunities for EU investors to enter into Vietnam in the post-pandemic period.
