The People's Committee of Thanh Hoa province in Central Vietnam has approved a construction zoning plan (1/2000 scale) for Area No. 04, which spans 1,633 ha and is projected to have a population of 110,000 people by 2040.
Area No. 04 is located within the administrative boundaries of Dong Quang and Hac Thanh wards in the province.
The development plan aims to transform the area into a modern urban region integrated with ecological landscapes. The Mat Son, Nhoi, and Vuc mountain cluster, along with the Nha Le River system and Bac Canal, are key elements that create a distinctive ecological zone. Former quarry sites will be rehabilitated into green parks, recreational areas, and tourism services linked to a national scenic site.
Currently, the area's population is approximately 47,709 and is expected to increase to 110,000 by 2040. The land area designated for residential units in new development zones will account for 174.04 ha, corresponding to 28 sq.m per person.
