Authorities in north-central Thanh Hoa province have allowed Thanh Hoa and Sam Son cities to use funds collected from land use fees to invest in expanding the southern Ma River Boulevard.

The 12-km section passing through Thanh Hoa city will be built at an estimated cost of VND600 billion ($25.3 million).
The section passing through Sam Son city, which is 5.8 km in length, is estimated to cost VND300 billion ($12.65 million).
Construction of the first phase of the southern Ma River Boulevard began in 2009 and the 14-km stretch was open to traffic in 2016, with a maximum speed of 60km/h.
