At the recent High-Level Segment of the 37th Meeting of the Parties to the Montreal Protocol (MOP 37), the Vietnamese delegation put forward three key priorities aimed at promoting global cooperation and action in protecting the ozone layer and implementing the Kigali Amendment.

The meeting on November 6-7 in Nairobi (Kenya) was attended by more than 600 delegates from the Ozone Secretariat, international organizations, and 154 member countries of the Montreal Protocol.

According to the Department of Climate Change under the Ministry of Agriculture and Environment, the three priorities include:

First, develop policies and standards to create a legal framework to mobilize long-term investments for phase-out activities, improve energy efficiency, and manage the lifecycle of refrigerants.

Second, enhance access to finance, technology transfer, and capacity building for developing countries (Article 5 countries under the Kigali Amendment), especially for deploying technologies using alternatives with low Global Warming Potential (GWP); train technicians; and establish digital systems to monitor and control refrigerant flows.

Third, promote refrigerant lifecycle management, supporting the recovery, recycling, reuse, and safe destruction of controlled substances, including banked refrigerants.

On this occasion, Deputy Director General of the department and head of the Vietnamese delegation, Mr. Le Ngoc Tuan, provided an update on Vietnam’s implementation of the National Plan for the management and phase-out of ozone-depleting substances and controlled greenhouse gases.

Vietnam is also focusing on improving energy efficiency and managing the lifecycle of refrigerants. Cooling-related measures have been reviewed and incorporated into the country’s Nationally Determined Contribution (NDC 3.0) for the 2026–2035 period, with priority given to solutions aimed at fulfilling the commitment to achieve carbon neutrality by 2050.
