The Ministry of Construction has submitted a proposal to the Government to expand sections of the North-South Expressway under the public-private partnership (PPP) model, with preliminary total investment estimated at VND178.36 trillion ($6.8 billion).
The proposal covers 18 sections along the Hanoi-Ho Chi Minh City corridor, spanning approximately 1,144km. The My Thuan-Can Tho and Can Tho-Ca Mau sections of the expressway will be considered under separate projects.
Most sections are expected to be upgraded from four restricted lanes to six full expressway lanes, in line with the approved master plan. The Phan Thiet-Dau Giay section, which already has four full lanes, is also scheduled for expansion to six lanes to ensure consistency with adjoining sections.
Under the proposed project structure, three sections currently operated by private investors under toll collection arrangements — Dien Chau-Bai Vot, Nha Trang-Cam Lam and Cam Lam-Vinh Hao — will be developed as separate projects. Together, they cover approximately 178km, with preliminary investment estimated at VND27.95 trillion.
For the remaining 15 sections, which were financed through public investment and are currently tolled by the State, the ministry proposes grouping them into two PPP projects. These projects are expected to proceed without financial support from the state budget.
Following approval of the feasibility study reports, the Ministry of Construction will organise investor selection in accordance with applicable regulations.
